Abstract The Weighted Influence Nonlinear Measurement System (WINGS) method originates from DEMATEL, which has the advantage of analyzing interweaved determinants and causal relationships within them. innovation is mainly reflected in considering both strength influencing factors themselves relationship their mutual influence. To address problems ambiguity assessing information uncertainty judgment expert group, this paper proposes fuzzy WINGS improved by D numbers (fuzzy D-WINGS).
